The Gulf of Tonkin Incident was the casus belli of the Vietnam War. It was a pair of supposed attacks allegedly carried out by naval forces of the Democratic Republic of Vietnam (commonly referred to as North Vietnam) against two American destroyers, the USS Maddox and the USS Turner Joy.
A report was released in January 2008 by the National Security Agency and published by the Federation of American Scientists, retelling the Vietnam War from the perspective of “signals intelligence”. According to the FAS, the report “demonstrates that not only is it not true, as (then US) secretary of defense Robert McNamara told Congress, that the evidence of a second attack was ‘unimpeachable,’ but that to the contrary, a review of the classified signals intelligence proves that ‘no attack happened that night.’”
